Courts and tribunals still run on paper. Upload your completed form as a PDF and we print, envelope and hand it to Royal Mail the same working day, from £1.79, with an email recording the dispatch date. First class is available when a court deadline is close.
When you need to post to a court
gov.uk confirms you can submit paper copies of forms and documents to the court by post if you cannot, or prefer not to, use E-Filing. For plenty of everyday court business, post is still the normal route:
- Responding to a money claim. The claim pack you receive includes the N9 form: defence, admission or both. You normally have 14 days from service to get your response back to the court.
- Challenging an escalated parking penalty. When an unpaid penalty charge is registered with the Traffic Enforcement Centre, you can file a TE9 witness statement (with a TE7 application if you are out of time), within 21 days of the date of the order.
- Divorce applications. Divorce can still be applied for on paper, posted to the HMCTS Divorce service in Harlow.
Where to send it
Two addresses cover most of the post above. The Civil National Business Centre in Northampton handles money-claim responses and also houses the Traffic Enforcement Centre, so N9, TE7 and TE9 forms all go to the same building.

Before you upload
Three things to know
- Sign first. Forms like the TE9 and N9 carry a statement of truth that must be signed. Sign the form (on paper and scan it, or electronically) before you create the PDF. We print exactly what you upload.
- Copies only. PostOwl cannot enclose original documents, cheques or fee payments. Only the printed pages of your PDF go in the envelope.
- Probate is out of scope. A probate application must include the original will, which a print service cannot send. Post probate paperwork yourself.

Where do I send a TE9 witness statement?+
To the Traffic Enforcement Centre at the Civil National Business Centre, St Katharine's House, 21-27 St Katharine's Street, Northampton, NN1 2LH. You have 21 days from the date of the court order to file it, so don't sit on it, and sign the form before you save it as a PDF.
Can I respond to a county court money claim by post?+
Yes. gov.uk confirms you can respond to a money claim on paper. Complete the N9 form from your claim pack (defence, admission or both) and post it to the address printed on the form, usually the Civil National Business Centre in Northampton. You normally have 14 days from service of the claim, so first class (a £0.90 upgrade) is worth it when the window is closing.
Do I need to sign the form before uploading?+

How fast will the court receive it?+
Order before the cutoff on a working day and your document is printed and handed to Royal Mail the same day, by first or second class. When the court treats it as received is governed by its own deemed-service and receipt rules, which vary by process, so allow time rather than posting on the deadline itself.
